Synopsis
A ship's engineer survives a torpedo attack and reaches an island controlled by an American gangster living abroad. The man's fishing business conceals dealings with German submarines, while other residents find themselves unable to leave. As the engineer tries to understand his rescuer's loyalties, a remote harbour becomes a hidden front in the war.
